[Chapter-delegates] Seeking input: Internet Society's greatest accomplishments

Good evening:

1. The recent growth in the number and activity of regional and
national Chapters in Africa, Asia and in the Americas is a major
achievement.
All credit to the leaders and initiators of these new Chapters and to
the ISOC Regional Bureaux concerned. The Europeans, where the number
of active Chapters is large but stable, need to look to their laurels.
2. If we look back over the past 20 years, the major achievement is
the definition of the economic and political management of the DNS.
That was done through the IAHC and the POC under the Chairmanships of
Don Heath and David Maher. That was done before the US Green Paper or
the US White Paper or the creation of ICANN: A significant achievement.
If we look to the less successful achievements, I would mention
3. IPv6: there is obviously a problem. I suspect that it originates in
a decision by IETF, at the time, that IPv6 would not be backwards
interoperable with IPv4. If so, that was a mistake which we are now
paying for.
4. The constitution and regulation of ISOC itself: it is clear from
recent debates in the Board of Trustees that the Membership and
Representation of Chapters and other members of ISOC is not
appropriately provided for.
We await with interest the forthcoming proposals from the Board of
Trustees.
5. At a time when the governance of the Internet is the principal
issue for many stakeholders, the Internet Society is muted by our
reluctance to come out clearly as the lead spokesperson for the
interests of the Internet users.
Consequently the debate among global civil society is moving
elsewhere. ISOC risks becoming compromised if not irrelevant. The
debate has moved from technology to policy. Has ISOC moved as well?
