[Chapter-delegates] Fresh news from European Court of justice - isp's cannot be asked to filter content

The European Court of justice confirms a main Inet Bucharest  conclusion : Filtering is not an acceptable solution. Education is the future. All the romanian stakeholders presents at the Inet agreed to chose this path,education rather than technical repression. 
Next step would be to extend this to other irrelevant and costly techniques (dns filtering ). Isoc could play an important role here (the paper on internet filtering is a very good step).
