As Anne notes, chapter-delegates doesn't go to all chapter members, and yes we actually have a list that goes to all members. isoc-members-discuss was most recently used last March, per my email record; the subject line on 28 March was "[isoc-members-discuss] call for expressions of interest: CriticalTheory of The Internet Project"
I'd like to respond to the point that "many of those who wish not to be associated with a chapter do not want ... to be contacted by us".

I am not a member of a chapter, although I have been an ISOC member (and for most of this time one that paid annually for my membership) since the society was founded in 1992. I have been a member of the board, and the chair of the board. I have spoken at chapter meetings and events - and am still willing to do so - wherever I go, which is all over. I have spoken at ISOC chapter meetings and events on six continents, and would be willing to do so in Antarctica if there were a chapter there and business took me in that direction. I recently flew from California to Nairobi because ISOC asked me to, and I work with ISOC chapters and staff when I can and it makes sense.
I am not a member of a chapter because the obvious chapter, the Los Angeles chapter, is too far away to be relevant to me, and there is not to my knowledge critical mass where I live, which is Santa Barbara.
My big question is not whether I find something of value in ISOC, but whether ISOC finds something of value in me. Comments like yours in this email tend to underscore that question.
