[Chapter-delegates] Internet Scenarios + Multilingual Captions.

This is a great idea Marcin,

In fact I was thinking to do the same for Spanish (for Spain) and Catalan
(Catalunya).
As you know, Youtube has the tools to do this easily, just changing a file
will give the captions in a different language, depending on how your
browser is configured. Why don't we do this localizations this way.
