[Chapter-delegates] Application to form a Chapter in Singapore

Hi,

I know him too, and on those grounds, I hope we all make an efforrt to 
make sure we share views of the Intnernet, particularly as to how mmuch it 
can be governed from the top. Last time I saw, discussed, and read, he 
thought it can. Otherwise no objection.
