Dear Christopher,
As Lynn is partially off-line this week she has asked me to respond to your
note.
We expect Internet-related issues to continue being discussed in G8 and G20
forums at least until the end of the year. It is our intention to pursue our
efforts to encourage member states to broaden the participation and
engagement with all stakeholders. At this stage we have not obtained a
speaking role at the eG8 Forum and will focus our efforts on coordinating
our presence and messages with other technical orgnisations involved.
Over the past years, we have developed various working relationships with
international organisations and different forums, demonstrating our
commitent to the WSIS outcomes and the Tunis Agenda, constinuously seeking
to develop multi-stakeholder policy processes. It is our intention to invite
member states to engage with all stakeholders in the G8 and G20 forums. As
we develop our engagement with these forums, our chapters, individual
members and organisational members will be at the heart of our engagement
and actions.

Dear Lynn:
Following the recent exchange between Constance Bommelaer and Alejandro
Pisanti may I make the following suggestions to help position the Internet
Society in the eG8 event next week.
1. Internet Soceity representative should make it clear that, in this
essentially political context, we are NOT representing the "technical
community " alone, but primarily the public interest in the context of the
user-centric Internet.
2. To the extent that this event is presented to the public through the
media, ISOC should not caution by our presence any particular conclusions
that may be expressed.
3. Some G8 members (and a fortiori G20 in the future) may choose to take
this opportunity to give a lecture, if not a lesson, to the Internet
Community. We should be prepared for this and be ready to respond.
4. The invitations and participation list to the eG8 are perceived, with
some reason, as selective if not biassed. They are not broad enough to
reflect and respect the principles of multistakeholder participation that
the G8 members have endorsed. Consequently I would request that the Internet
Society make very clear our reservations, and qualify our participation in
this respect, not least with a view to restoring ISOC's credibility in the
regard of global Civil Society.
5. We do not know what conclusions may be drawn from this event, and how
they will be conveyed to the G8 Summit. Suffice to say that ISOC will need
to keep our powder dry. We must retain our freedom to support, comment or
criticise the conclusions of the G8 in this area.
6. Finally, while appreciating the efforts of the ISOC staff in this
context, I suggest that it is not the case that the staff is asking the
Chapters to "leverage our
message through their own contacts and networks". Rather, it is that the
Chapters are asking the staff to leverage our message to the eG8 and beyond.
Should the staff have any draft briefing or other relevant documents in this
context, we would be glad to see them in the next few days.

I think that this meeting has an unusual strategic importance. It is very
likely that exchenges between governments at the operational level
(Ministerial and lower) include stuff like ACTA, HADOPI, Digital Economy
Act, and simialr subjects. Recent Russian anti-spam law initiatives and so
on can also be part of the menu.
We need to leverage all the resources of the Internet community's
organizations to make sure the core of the Internet is understood and
respected; that the principles of interoperability and openness take
primacy; and that expertise and multistakeholderism rule.
Therefore I think that chapters able to speak or act inn this environment
(around it, to their national delegations, by direct participation, etc.)
must worry more, for this event in particular emphatically, on how to
contribute to the general, central effort than on how to perform our/their
own act. I hope we can do this without losing our decentralization and
autonomy while understanding the value of coordination and strategic focus.

Thank you for your note. As detailed in my note below, although our role
will be limited at the eG8, we will try to take advantage of our
participation with other organizations from the technical community, to
primarily emphasize the importance for governments to engage with all
stakeholders in Internet-related G8 issues, including the technical and
business communities, but also the civil society (which apparently has not
been invited to the eG8).
We plan to build on our experience in the eG8 in May to develop a stronger
presence in the G20 process and possible G20 side events next autumn. Again,
your thoughts and insights on these forums would be greatly valued. As we
develop a press release for the eG8 along these lines, we will ask our
community (chapter delegates, advisory council) to help us leverage our
message through their own contacts and networks.

Apologies for this long note; as preparations around the G8 meeting are
accelerating, it seemed useful to provide some background information on the
event. Although the preparatory process for this event was launched a while
ago, it is only recently that we have been informed of the details
concerning the meeting.
As you may know, just before the G8 meeting (26-27 May, Deauville) there
will be an eG8 Forum (24-25 May, Paris) gathering the leaders of the
Internet. Several I* organizations have been invited to participate (ICANN,
W3C, IAB, ISOC, etc.), and we understand that the outcomes of the
discussions of the eG8 (format tbd) will be submitted to the G8 itself.
Regarding ISOCs participation, we are pleased to advise that our President
and CEO, Lynn St Amour, and our Chapter Delegate for France, Gérard Dantec,
have been invited to be part of the eG8.
Themes of the eG8/G8:
The eG8 Forum (draft agenda attached) is expected to cover a variety of
issues including the Internet and Growth, Internet and Societal issues,
the Future of the Internet, Innovation and Financing and Start-up
Nations.
What we hear from informal discussions with various stakeholders is that the
preparatory process of the G8 included discussions on Internet governance.
The G8 summit in May will be followed by the G20 next autumn where Internet
issues will again be discussed, and probably in more depth. This seems to
indicate that our community will need to continue monitoring the G8 and G20
meetings in the future.
Possible input of the I* community
Unlike the OECD High-Level Meeting on the Internet Economy (June 2011,
Paris) where stakeholders (e.g. ITAC, Internet Technical Advisory Community
to the OECD) are associated to the preparation of the Communiqué, the G8
protocol is more formal. However, opportunities to contribute should include
participation in the eG8 Plenary Sessions and the parallel workshops (list
of participants tbc) and also publishing a press release.
Our primary objectives at the eG8 Forum, in cooperation with the other I*
organizations invited to attend, will be to:
- shed light on the role and the work of the Internet technical
organizations;
- explain what the Internet ecosystem is and how the Internet works;
- emphasize the importance of the Open Internet: i.e. open
standards, open processes and open innovation.
ISOC communitys involvement
* Your thoughts on the themes listed above would be extremely valuable
to us by Wednesday18 May. Additionally, as soon as we will have developed
our messages (e.g. press release) we will invite the ISOC community to echo
them through their own networks.
It is vital, in our view, to inform all forums addressing Internet-related
issues about the multi-stakeholder nature of the Internet ecosystem, and, in
particular, it seems that the G8 and G20 are environments where there would
be great value in disseminating those messages.
