[Chapter-delegates] Preparing for eG8 Forum, 24-25 May, Paris

Dear Constance,

thanks a lot for this note, and all for the previous ones.

I think that this meeting has an unusual strategic importance. It is very 
likely that exchenges between governments at the operational level 
(Ministerial and lower) include stuff like ACTA, HADOPI, Digital Economy 
Act, and simialr subjects. Recent Russian anti-spam law initiatives and so 
on can also be part of the menu.

We need to leverage all the resources of the Internet community's 
organizations to make sure the core of the Internet is understood and 
respected; that the principles of interoperability and openness take 
primacy; and that expertise and multistakeholderism rule.

Therefore I think that chapters able to speak or act inn this environment 
(around it, to their national delegations, by direct participation, etc.) 
must worry more, for this event in particular emphatically, on how to 
contribute to the general, central effort than on how to perform our/their 
own act. I hope we can do this without losing our decentralization and 
autonomy while understanding the value of coordination and strategic 
focus.
