Latest Internet Society Fellows to bring first hand experience of Internet Standards processes to developing countries
The Internet Society today announced the 20 skilled technologists from 13 developing countries selected to receive sponsorship to attend the next two Internet Engineering Task Force (IETF) meetings. Ten Fellows will attend next week’s IETF meeting in Prague, Czech Republic while the remaining Fellows will join participants at the meeting to be held in Quebec City, Canada in July.
The Fellowships awarded form part of the Internet Society’s Next Generation Leaders Programme, designed to prepare professionals from around the world to become the next generation of Internet technology, policy, and business leaders. While much of the IETF’s work takes place over mailing lists, the in-person experience promotes a deeper understanding of the standards process, encourages active involvement in IETF work, and facilitates personal networking with others that have similar technical interests. These benefits lend the participants to then share their experiences and knowledge gained among their local technical communities and professional networks.
“The Internet Society’s Fellowships to the IETF demonstrate the Internet Society’s ongoing commitment to fostering technical leadership and giving voice to technologists in emerging markets,” notes Toral Cowieson, Senior Director of Internet Leadership Programmes for the Internet Society. “We are pleased with the calibre of applicants and commend the twenty selected fellows for contributing to the growing prominence of the Internet as a platform for economic development and innovation around the world.”
The latest round of Internet Society Fellowship to the IETF awards garnered over 260 applications, with recipients coming from Argentina, Brazil, Ethiopia, India, Pakistan, Uganda, Senegal, Philippines, Moldova, Mexico, Malaysia, Tanzania, and Sri Lanka. The program pairs recipients with an experienced mentor at IETF meetings to support their participation.
The selected Internet Society Fellows to the IETF for the IETF 80 meeting next week and IETF 81 meeting in July 2011 are:
IETF 80, Prague, Czech Republic
Roman Arcea (Republic of Moldova), PS Core Engineer at Orange Moldova. Roman is focused on global routing, network operations, M2M, IPv4 to IPv6 transition tools and protocol enhancements, mobility, interaction between 3GPP and non-3GPP networks.
Paventhan Arumugam, PhD, (India) is Senior Manager (R&D), ERNET (Education & Research Network) India. He works in the areas of network layer mobility protocols and monitoring and the management of lowpans. He is interested in IETF working groups mext, netext, mipshop and 6lowpan.
Luis Balbinot (Brazil) is a Senior Network Engineer at Commcorp Telecom and a researcher for Internet performance metrics over mobile 3G/4G networks. His work focuses on network management, provisioning, and engineering. He follows IETF’s IPPM WG, and as a member of IPNG WG, he published Internet-drafts regarding IPv6 and MPLS coexistence. He has done research on distributed network management inside IETF’s DISMAN WG with works on the Script MIB agent.
Suhaidi Hassan, PhD, (Malaysia) is Associate Professor of Computer Systems and Communication Networks at Universiti Utara Malaysia. Suhaidi is the founder and head of the UUM InterNetWorks Research Group and the Internet Society Malaysia Chapter’s InterNetWorks Special Interest Group (SIG).
Sivasothy Shanmugalingam (Sri Lanka) is a PhD Student at Institut Telecom/Telecom SudParis, France and Research Engineer for Alcaltel Lucent Bell Labs France. Mr. Shanmugalingam’s research interests include Web, singaling protocol, networking, and architecture. More technical information is available at http://sivasothy.blogspot.com/ .
IETF 81, Quebec City, Canada
Caciano Machado (Brazil) is Network Manager at Federal University of Rio Grande do Sul. He works in the development of a university-wide network admission control and IP address management system.
Richard Mikisa (Uganda) is a Network Engineer/Architect actively involved in running and managing one of Uganda’s biggest Data and Voice Networks. His interests are in the IPv4-v6 transition and large scale MPLS Service Provider Networks.
Amir Qayyum (Pakistan) of CoReNeT research group at M. A. Jinnah University, Pakistan has contributed to RFCs in the MANET working group and is also following MPTCP group. His research interest lies in MANETs, VANETs and mobility management protocols.
Madeeha Rehman (Pakistan) is a Telecom Engineer by profession. She works in Network Operations Department of a broadband ISP-wi-tribe, Pakistan. Her areas of interest include transition from IPv4 to IPv6 and Wireless technologies including WiMAX, HSPA and LTE.
Nestor Tiglao (Philippines) is a PhD student at Instituto Superior Técnico in Lisbon, Portugal. His research is on the development of caching-aware transport protocols for wireless sensor networks.
Ten alumni of the program were selected to receive the Returning Fellows award, which supports their participation in an additional IETF meeting. Returning fellows are able to leverage their initial IETF experience to provide additional contributions into the IETF standards processes, while helping to build engagement by their local technical community in standards tracks that have important implications for regional Internet growth. Their attendance at the meetings also increases the visibility of the IETF in developing countries.

The Internet Society Fellowships to the IETF in 2011 are made possible by donations from the Internet Society’s organizational members Afilias, Google, Intel, and Microsoft, in addition to a grant from the Nominet Trust. Since its inception in 2006, this programme has made 122 awards to technologists from 37 developing countries to participate in IETF meetings.
