I confirm it is still active. Their latest
communication is dated 27 October 2010. They are an official temporary
agency set up by the Belgian federal government. Hence, they have a very
different approach to the one you suggest. Their member organizations
were chosen on political criteria.
In addition the French words
"Droits de l'Internet" should be interpreted in this context as "legal
framework around the Internet" rather than "civil rights of Internet
users".
