Could we as officers have a copy of the members list please.This has not
been given to us despite several requests.

Please let us know where the isoc funds will be transferred .As  officers
we  will be collectively accountable for the expenditure incuured.

Please note that Kalyaan has been deleted from the isoc officers list. He
has withdrawn his resignation. Further the motion to oust him has been
defeated by a 2:1 vote. Kindly have his name reinstated. There have only
been 4 active officers in the Chennai ISOC Chapter- he has been one of them

*Hello :To all those who have been part of this ongoing dialogue for the
last few weeks:- *

We neither have an entity , a  Treasurer nor an official bank account to
disburse funds.This is after 4 years of forming the chapter.

Guests if any will have to be invited and the officers who have invited
them  will have to bear the tab individually

Any fund that comes in for an official purpose will have to be authorised.

We met for a chapter  meeting on April 19 at my residence and the
members  present gave the go ahead *only* for the IPV6 program with APNIC.
Not sure why the guests are still insistent on travelling to India
despite    protests from officers that we are not for hosting the progarm on
Core Internet Values. Further Core Internet Values is a geopolitically
sensitive topic . What is 'core ' in France maybe very different as to what
is held in India. We also have to be careful given the recent amendments in
Indias' IT law.We do want cross geopolitical views to have a bearing on the
functioning of ISOC /India vis a vis the Government. I do not need to
remind  you erudite guets that *ISOC/india is not a lobby group to advocate
varying geopolitical IT policy  issues in India.*

That said , we are a hospitable country .We welcome you to  attend  the
meeting as personal guests of the President for which you will bear the
cost. This will not go out of funds set aside for official ISOC events.

The morning program was not agreed upon by the members.This is an IPV6
program and APNIC is equiped to handle it. We see that foreign experts with
no expertise in IPV6 are being invited and hosted for this  event.with
official funds that could be used for useful chapter building activities.

 We have decided on the program and set a cut off date. "Indicative funding"
is a happy notion and we cannot work our logistics based on this.We thank
our friends from Europe who are willing to contribute towards the activities
of ISOC/Chennai/ India, but we do seek a full disclosure of the source that
will have to be authorised.There are larger policy issues invloved
here.. Any contravnetion of that provision would make us liable under
Foreign Exchange Regulations of the country, given the scams and terrorist
activities that are being investigated.Egypt is a case in point and we do
not want government authorities to get suspicious that private lobby groups
are working here.


 It will have to be an official transfer to the authorised bank account with
full disclosure and accounts.

With respect to Kalyaans resignation- the bye laws do not expressly provide
for it.

*Syed  and I have voted in favour of Kalyaan continuing with his position
and Shiva has voted against it. The motion stands defeated. Kalyaan
continues therefore.*

The Bye laws also do not provide for Mr. Sebastian as the chair- he  not
being an Indian Citizen. This is ultra vires the bye laws of the chapter
 and constitution. India is proud of its knowledge capital and we have
capable people who can occupy local positions. Are we saying that  we have
no one in Chennai who is capable or worthy of this position ?Mr .Sebastian
is a French national who cannot travel to India to partcipate in the
activities.Hence the idea of occupying this key position is moot.
*Does he Chair ISOC/ France if at all? If not can we know the reaons for not
doing so and choosing to chair ISOC/Chennai.*
I am sure he can contribute more effectively in his geographical area whilst
*we as Indian citizens are quite worthy of occupying the Chennai Chair to
forward the cause of a seamless sustainable Internet.*


*Mr. Sebastian, could you please make place for a local Chennai leader to
occupy the Chair.This is causing a rift amongst the chapter officers and
hindering Chapter growth. Active local members are being ousted and foreign
citizens being funded by the Chapter  to travel to India for unrelated
events. Key Chapter members have opined thus several times over the last few
weeks. This is demorlaizing to the Chapter as a whole , where positions are
being offered to non- partcipating foreign members and active local members
are being sidelined.Please respond and view this positively.The Chennai
chapter came close to being shut down once before due to arbitary discharge
of functions by  the President. We do not want this to happen again. Please
help us grow this chapter in the right direction and in a democratic manner
as laid down by the bye laws  and  Constitution of India.*

members from co-operating with him. So much for being a "LEADER". Glad that

guidance. So much for black listing him with us on the Chennai Chapter.*
