[Chapter-delegates] United Nations report: Internet access is a human right

Thank you for forwarding this to the list.   Everyone should also be
reminded that this includes persons with disabilities who also have a right
to access the Internet. This means that web pages need to incorporate
accessible design such as those set forth by the World Wide Web Consortium
Web Accessibility Guidelines 2.0.  (W3C WCAG 2.0).  The UN Convention on the
Rights of persons with Disabilities contains many accessible ICT design
requirements, including the Internet.  Since a historic number of countries
have both ratified and signed this treaty, it should also be on everyone's
radar.

United Nations report: Internet access is a human right

"Given that the Internet has become an indispensable tool for realizing a
range of human rights, combating inequality, and accelerating development
and human progress, ensuring universal access to the Internet should be a
priority for all states," said the report from Frank La Rue, a special
rapporteur to the United Nations, who wrote the document "on the promotion
and protection of the right to freedom of opinion and expression."

La Rue said in his report that access to the Internet is particularly
important during times of political unrest, as demonstrated by the recent
"Arab Spring" uprisings in Tunisia and Egypt, among other countries.
