Dear Norbert I mean exactly that.. Freedom of expression exist on all legislation all around the world. The you can say anything want but also you must responsible for that. What this mean is you may need to probe what you say sometime and under certain circumstances.

Being free to express my opinion does not mean that I can say that "in my opinion you are a killer" maybe I need to probe that affirmation if you feel you are offended by that!

Could you please elaborate what you are referring to here?

As you refer to related "legislation all around the world" - I am more 
familiar with the United Nations Universal Declaration of Human Rights 
(http://www.un.org/en/documents/udhr/) which is part of the legislation 
in most countries around the world which are members of the United Nations.

And there is especially the Article 19 of this Declaration, which is 
related also to Internet affairs:

Article 19.
Everyone has the right to freedom of opinion and expression; this right 
includes freedom to hold opinions without interference and to seek, 
receive and impart information and ideas through any media and 
regardless of frontiers.
