[Chapter-delegates] good news: ISOC member - candidate for President of Bulgaria

Good news from Bulgaria - Ivailo Kalfin, member of ISOC-Bulgaria, and 
former foreign minister of Bulgaria, currently Member of the European 
Parliament (you may remember him from asking EC Kroes on cybersecurity, 
and later on IPv6) is the candidate of the socialist party for President.
He has good chances of success, depending on his competitors (the ruling 
populist party still hasn't announced their candidate), and it seems his 
biggest challenge on the first tour, Oct. 23, will be former European 
Commissioner, Meglena Kuneva.
Mr. Kalfin was this week in Washington, where he had a number of 
meetings with Internet and cybersecurity folks, as well as with US 
lawmakers.

As a reminder - the current President, and the previous one (1996-2001), 
are both members of ISOC.
