[Chapter-delegates] Never can say goodbye & IPv4 depletion

Hi all,

soon (and according to a report I got it has already happened, but I
can't verify it) we will have IPv4 depletion. (Since people and
particularly press are going to ask) I'm curious if there is a 
formal statement on the last IPv4 address blocks disappearing off
the shelves from Internet Society we could all reference?
