You can't expect the whole world to behave like the US :-)
In some cases, there are cross-cultural issues, which makes it perfectly 
well to be head of an ISOC chapter. Or to be the ccTLD, or the 
policy-maker in a certain country. Etc., etc.
I am not judging Egypt. based on my experience of two revolutions I've 
witnessed - in 1989 and in 1997, in Bulgaria - as it is a different 
country, with a different culture.
But one thing I put on my Facebook: "Bulgarian government says 
eavesdropping is good for the citizens, and security is more important 
than freedoms. Reagan said, "we believe that freedom and security go 
together". The Berlin Wall was torn down, whether Mr. Gorbachev wanted 
it, or not. Sooner or later, freedom wins. Remember this today, when 
there are protests for more freedoms worldwide.", with a link to
