Very briefly, there is NO restriction on what PIR or ISOC is allowed to say regarding new TLDs. Quite the contrary, I have always looked to PIR, which operates under ISOC direction, to be forthright in speaking about domain issues. PIR and ISOC are in a position to speak more openly and provide a form of leadership that ICANN cannot always do.
