It does look more like routing disruptions, rather than throttling or
DNS diversion, but these can be achieved just by powering the routers
down, rather than anything more sophisticated.

Google's transparency reports are a good marker of usability:

I note that Vodafone has admitted that it sent out an SMS to all of
its Eqyptian subscribers, claiming it's network would be cut if it
didn't.
