I note with much concern that Libya continues to have rolling Internet
blackouts - does anyone know much about the normal nature of Internet
service in Libya?

How many ISPs, regulatory model, whether govt owned or private...?

Does anyone know about the technical means by which this is occurring?
eg power blackouts, orders to shut down, route poisoning...?
