[Chapter-delegates] blogspot down in India

Dear Shiva et al,

I have completed my survey and I can confirm that blogspot.com is accessible normally via Airtel / Bharti broadband subscribers in the metropolitan cities of Kolkata, Delhi, Mumbai and, as confirmed by you Shiva, Chennai. 

Additionally, blogspot.com was also accessible normally by a random sample of internet users in the states of Andhra Pradesh, Chattisgarh, Gujarat, Haryana, Madhya Pradesh, Maharashtra, Rajasthan, Tamil Nadu, Uttarakhand and Uttar Pradesh.
