[Chapter-delegates] A Special Logo to Celebrate the Internet Society's 20th Anniversary

Hi Greg,
It is a good proposition.
In another hand it will be harder for chapters to change their logo for
many reasons. Some of them have already a different logo than ISOC.
I suggest that we propose other tools for chapters like special Badges,
Icons and Banners like those developed for IPv6 Day.
