[Chapter-delegates] A Special Logo to Celebrate the Internet Society's 20th Anniversary

Hi Greg,

I note the 20yr logo is RGB #005DAB while the logo at the top of the page
is RGB #135EAB. !s RGB #000099 now deprecated - is there an official new
blue?
