[Chapter-delegates] Our New Site Has Launched

Hello,

I have done check of its accessibility, HTML and CSS validation using Achecker
www.achecker.ca
I noticed that accessibility may be slightly improved and that CSS
should be made in compliance with W3C.

By the way I am not sure that Facebook and Linked In deserve
appearance on the ISOC site due to the fact that their policies are
not fully in accordance with the ISOC understanding of the Internet.
