[Chapter-delegates] Seeking Views: DNS Filtering

Dear Sally.
First of all , it's a very good analytic paper, aimed indeed for non technical audience.
It describes  the side effects of trying to solve with technology a non technical problem.
My quick remarks are :
- Put the DNS in perspective. Generally speaking ,  messing up with internet standards (not only DNS) is dangerous.
DNS is not the only protocol  involved . The filtering/rerouting is already practiced  at isp /country level with web/mail content , but also at low level IP routing (like BGP , see Egypt case ).
       - go beyond the simple description and analysis of the issue , and propose solutions. DNS can be filtrered only if you use "evil" dns server. With today technology , everyone can have its own dns cache, or choose a public dns server.  Isoc/others could/should create a label "Clean/Dns" , promoting the providers not practising DNS filtering/rerouting.
- i see another negative consequence: detourning the tehnology for profit or cyberwar.  If the technology of dns filtering will become common practice,  we will soon start seeing a myriad of cyber attacks involving DNS filtering . 
- i would add a sentence about the benefits of dnssec ( there are 3-4 sentences saying that dns filtering destroys dnssec benefits, but the benefits are not explained).

Dear ISOC Chapter Colleagues, 

As you may be aware, efforts to address illegal online activities using DNS filtering techniques have been cropping up all over the globe.  Attached is a DRAFT ISOC paper that outlines the issue and offers ISOC's concerns with this approach.  This paper is aimed at a non-technical audience. 

We want to share this draft paper with you and seek your views on its content.  Because this paper will help inform an IGF Workshop in September, we would appreciate if you could send us any comments as soon as possible but not later than FRIDAY, 09 SEPTEMBER.  This way, we will have time to consider all the views as we put together a final version.
