Jumping in at this juncture.
Khaled, you may find the attached European Directive of interest. This is intended to be implemented in 27 EU Countries.
The directive (2002) has been recently amended during the last telecom package discussions (in 2009)- I have attached the consolidated version for your perusal.
Universal service obligation is being described as covering services "made available at the quality specified to all end-users in their territory, independently of geographical location, and, in the light of specific national conditions, at an affordable price"
Also, (European) "Member States shall ensure that all reasonable requests for connection at a fixed location to a public communications network are met by at least one undertaking". "The connection provided shall be capable of supporting voice, facsimile and data communications at data rates that are sufficient to permit functional Internet access, taking into account prevailing technologies used by the majority of subscribers and technological feasibility".
As you can imagine 'functional' Internet access is still under discussion and many policymakers start referring to the Finnish (recent) legislation.
