[Chapter-delegates] The end of IPv4

I'm not sure if you have been following, but the rate of decrease in IPv4 is tremendous with APNIC. They are at 3% left while ARIN has barely decreased at 10% and RIPE is at 9% (They were around 11% when IANA allocated the last IPv4 to them).
It seems that in a few months APNIC will run dry, while ARIN may carry for another year. The USA have been slow in migrating to IPv6 compared to other regions, and this recent issue may not help.
