[Chapter-delegates] Application to form an ISOC Chapter in Dhaka (Bangladesh)

The following application for re-starting an ISOC Chapter in Bangladesh, Dhaka, has been received. It is being sent to this list for peer comment and review. The period allowed for comments is two weeks and the deadline is 27 April 2011.

Chapter Application 

A. Proposed name of the Chapter

Internet Society Bangladesh, Dhaka Chapter.

B. Community of Interest the Chapter will to serve

This Chapter will serve persons who live or work in the geographic area which includes (but is not limited to) the division of Dhaka, on a non-exclusive basis, with the understanding that other chapters maybe established for the people who live or work in the divisions of Barisal, Chittagong, Dhaka, Khulna, Rajshahi, Sylhet, and Rangpur. Once other regional chapters are formed, Internet Society Bangladesh, Dhaka Chapter will collaborate with them in carrying out nation wide activities.

C. Purpose and Scope of Chapter

Most of the activities of this Chapter will be carried out in places around the Dhaka division. However, if there are other Chapters in Bangladesh, the national level policy and research issues will be done in collaboration with them.

The purpose and scope of the Chapter will be concentrated on four areas. These are as follows:

Education: 
•	One of the primary concentration of the Chapter will be on education. The Chapter will organize various training programs, workshops and seminars on Internet/computing technologies and standards. This will provide hands on learning opportunities for a large number of people.
•	The Chapter will also develop/adapt various eLearning content for essential ICT related topics. These contents will be hosted in a digital library for ease of access and distribution.

Awareness Building and Policy Formulation: 
•	The Chapter can play a role in raising awareness on the necessity of implementing standards in network security and configuration. Currently, Internet Society Bangladesh, Dhaka Chapter can expedite the IPv6 migration process in most of the networks situated within the Dhaka Division by launching an awareness building campaign along with providing technical support.
•	Internet Society Bangladesh, Dhaka Chapter can support various government agencies like BTRC, BTCL, BCC and MoST in formulation of policies by providing a neutral opinion considering all the ICT stakeholder in Bangladesh. This will not only enhance the private public partnership significantly but also pave the ways for implementing the policies. If there are other
active Chapters in Bangladesh, the Internet Society Dhaka Chapter will in collaboration with them in nation wide policy dialog.
•	Internet Society Bangladesh, Dhaka Chapter will host various policy documents in its digital library.

Bridging the Digital Divide: 
•	With its team of volunteers Internet Society Bangladesh, Dhaka Chapter can work in collaboration with various government and non government agencies towards bridging the digital divide in places within the Dhaka Division. All the initiatives with ICT will not be successful unless most of the people in Bangladesh can access, understand and utilize the information available through ICT.
•	Internet Society Bangladesh, Dhaka Chapter will work towards building suitable applications for supporting the rural people living in places around Dhaka Division in their daily lives.

Research: 
•	In collaboration with BTRC and BTCL, Internet Society Bangladesh, Dhaka Chapter will publish yearly report covering various aspects of ICT status like Internet penetration, Tele- density, bandwidth usage, QoS and ICT literacy. This research will be the foundation for policy advocacy. Once there are other Internet Society Chapters in Bangladesh, the Dhaka Chapter will collaborate with them towards preparing the report.
•	All the available research papers related to ICT of Bangladesh will be hosted at the digital library.
