I am quite concerned about the "World Government of the Internet" proposal.
Fear is what gave birth to the 1967 Outer Space Treaty, fear that the United
States and Soviet Union might achieve military technology in outer space,
fear that competition for prime real estate on celestial bodies might result
in war between superpowers etc etc. What did all this result in? The space
age coming to an utter crawl and most scientists point out that the 1967
Space treaty deserves a large part of the blame. There were no doubt good
intentions were in the core principles but the 1967 Outer Space treaty
basically became a tragedy of commons.
I am worried that fear is what is driving the motivations behind "World
Government of the Internet" and thinking in a state of fear doesn't yield
good results. I am confident that the principles behind such an initiative
are good and probably no different than what we in the Internet Society work
to promote but I worry that the implementation of such a treaty will have
serious economic consequences for developing nations. A question to ask here
is "Can sovereign nations push their local ISP's to provide Internet for
everyone and bear all costs as societies grow?"
