[Chapter-delegates] Application to form a Chapter in Portugal

Dear colleagues,

I know Pedro Veiga since many years. We have been involved in common  
projects related to the Research and Educations projects and I only  
can speak the best, from the technical and personal point of view,  
about  my friend Pedro.

I know also other individuals from FCCN and Luis Magalhães from UMIC  
and I think that they could be an excellent core for the new proposed  
chapter.
