[Chapter-delegates] Application to form a Chapter in Portugal

Dear colleagues,

This application is wholeheartly supported from our side. 

I do not have the pleasure to know all the founding members of the
Portugese chapter, but those I know, like Pedro, are outstanding
individuals that have served the Internet well for a long time.
