Dear Colleagues,
The following application for a Chapter in Portugal has been received.
It is being sent to this list for peer comment and review.
Please note that the Chapter is not yet formed and has not officially
been recognised by ISOC.
If there are people on this list that know the individuals proposing to
establish the Chapter, feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is
September 22, 2010.

A. Proposed name of the Chapter
ISOC Portugal Chapter
B. Community of Interest the Chapter will to serve
ISOC Portugal Chapter serves a community composed by Portuguese citizens
and non Portuguese citizens who live or work in Portugal, having the
Portuguese language as the official language adopted within its activity.
C. Purpose and Scope of Chapter
ISOC Portugal Chapter is a nonprofit organization founded to promote in
Portugal, the harmonious, affordable, open, non discriminatory and safe
Internet development, respecting the principles of freedom of speech and
of privacy.

F. List of Requirements
In Portugal the right to free association is a basic guarantee.
Associations must abide by the specific purposes for which they are
created and respect all the applicable legislation. The establishment of
the ISOC Portugal Chapter as an association operating nationally obliges
us to comply with the following legal procedures:
a) Registering the name "ISOC Portugal Chapter" via the Validation
Certificate (Certificado de Admissibilidade) issued by the National
Registry of Companies (Registo Nacional de Pessoas Colectivas or RNPC).
Any proposed name can be checked against a computer database. If the
name has not already been taken that name can be registered;
b) Apply for a Validation Certificate (Certificado de Admissibilidade)
and for a Provisional Company Identity Card (Cartão Provisorio de Pessoa
Collectiva) from the Registo Nacional de Pessoas Colectivas, RNPC ;
c) Sign the bylaws at a notary;
d) Apply for a Start of Activity Declaration (Declaração de Início de
Actividade para Efeitos Fiscais) at the Tax Office;
e) Apply for registration of the company at the local Commercial
Registry (Conservatórias do Registo Comercial), the registry will then
organise the company's publication in the Portuguese Official Journal
(Diário da República);
f) A fee is charged.
G. Additional Information
Pedro Veiga, one of the promoters of this proposal to create the
Portuguese Chapter of ISOC, has been deeply involved in Information
Society issues and in the creation and development of the Portuguese
part of the Internet. He is a pioneer member of ISOC. Some of his most
relevant activities in this area are:
1980’s – One of the promoters of R&D networking in Portugal,
establishing the first connections to the global networks (Eunet, RARE,
NSF-Net, …) from INESC - a private not for profit R&D institute that
provided services for a large scientific community in Portugal;
represented Portugal in the COSINE project, one of the first EU wide
projects on academic networking;
1987 – One of the founders of PUUG (Portuguese UNIX Users Group) that
stated a ISP like service for it’s members;
1996 to 2000 – Member of the Task-force that prepared the "Green Paper
on the Information Society in Portugal";
From 1997 – Chairman of FCCN, the organization responsible for the
planning and management of the Portuguese Research and Education
Network; FCCN has been very active in the promotion of the Internet in
the Higher Education and Research sector; FCCN has also started to
connect all Portuguese schools to the Internet, since 1997 and until
recently when the school network has been transferred to a commercial
provider;
From 1997 – Manager of the .PT ccTLD;
1998 to 2008 – Portuguese Representative to the GAC (Government Advisory
Committee) of ICANN;
2000 to 2002 – Manager of the Information Society Program of the
Portuguese Government to finance Information Society related projects.
