[Chapter-delegates] Old sins

Re. the current attention to the role of ITU in Internet governance. 
May it be permitted by an oldtimer to reminescence about how the 
International Teleunion, back in the formative years of the 1980s, 
tried to take a firm grip on network standardisation by "canonising" 
the OSI-model and the X25 protocols (traffic accounting and 
inefficient), and got the EU-comission to base support only on these 
protocols. It delayed development of IP-based networks in Europe for 
years, and killed attempt to develop an European network industry. 
B.t.w. does anyone know about any attempts to write the history of 
networking in Europe and the protocol wars ? Respectful praise for 
all your good work.
