[Chapter-delegates] Application to form a Chapter in New England (U.S.A.)

I spoke with Hampton last week in Atlanta during the joint NANOG/ARIN
meeting and was extremely impressed with his energy and vision for the
chapter.
Additionally, I am good friends and have frequently worked on Internet
numbering policy with Marty Hannigan.
Also, as stated by Veni, Scott Bradner and Jonathan Zittrain are both
influential and well known industry experts.
In other words: I wholeheartedly support the formation of the US - New
England chapter.
