Dear Colleagues,
The following application for re-starting the ISOC Chapter in Brazil has
been received. It is being sent to this list for peer comment and review.
Please note that this is a rejuvenation effort resulting from a
consultation between former Chapter leader Mr Tadao Takahashi and people
interested in reviving the Chapter in Brazil, with support from
Sebastian Bellagamba, Regional Bureau Manager for Latin America.
The period allowed for comments is two weeks and the deadline is 28
October 2010.

Chapter Application
A. Proposed name of the Chapter

B. Community of Interest the Chapter will to serve
All Brazilian territory.
C. Purpose and Scope of Chapter
There is no active ISOC Chapter in Brazil and therefore would be
important to revive the former Chapter that existed in our country to
specifically fulfills the ISOC Global mission and principles. Moreover,
the revival of the Brazilian ISOC Chapter would be a step to merge
several stakeholders in our society under the same organization,
promoting the open and direct dialogue among academics, technicians,
Internet users, governmental and private sector representatives. This
Chapter would also perform a key role to enhance the development of
Internet in several aspects from infrastructure to public policy.
The Brazilian ISOC Chapter aims (i) to provide local reference for
technical, social, educational and political aspects related to
Internet; (ii) to promote the development of
Internet – services and applications, for the benefit of users and
operators; (iii) to offer a social networking opportunity among ISOC
members in Brazil and among other ISOC chapters; and (iv) to offer,
whenever possible, contributions to public policy and decision-making
processes.
To perform those objectives, we hope to foster several activities: from
direct communication and documents collection to conference, symposium
and other events organization, in order to promote educational and
knowledge sharing experiences. We are already working in the content to
be published at the website www.isoc.org.br

F. List of Requirements
For the formation of a group of individuals there is no legal
requirement. However, once we set the Chapter as a legal entity, in the
category of a not-for-profit organization, there will be some Brazilian
societal requirements that refers to the Bylaws development, according
our Civil Code previsions (Law nº 10.406/2002).
G. Additional Information
The following Chapter is an initiative to revive the Brazilian Chapter
organized by Mr. Tadao Takahashi. It will continue the work that has
initially been planned for the development of Internet in Brazil under
the ISOC principles. The supporting organization above-mentioned, NIC.br
is the main institution for Internet management and development in
Brazil and it is fully committed to backup the first steps of ISOC
Chapter in Brazil.
