[Chapter-delegates] Report from ITU Plenipotentiary Conference, week 1

Veni,
I have strong reservations about this proposal of yours for the ITU. The
Internet community should wait till after the present Plenipot to decide
what costs to incur, defensive or otherwise, depending on what effect the
ITU can actually have on the Internet environment and what, in the reverse
direction, we need to have and can have on the ITU.
We must be careful, further, in how we carry our agendas when we wear more
than one hat in a meeting like this.
