[Chapter-delegates] [ACTA] - draft text released

Christine,

thanks! I've already tweeted this out. I hope some of our chapters can 
activate the competent experts in our membership to immediately start 
analysing and crafting a first response.

Count me in the group of people who would like to be in that conversation 
and offer support to coordinate and bring in our lawyers.

The text does contain some stark statements about the "digital 
environment". That is an improvement in that there are some pretty clear 
things to analyze.
