[Chapter-delegates] ACTA did not fare well today...

Hi,

a few minutes ago, the Senate of Mexico approved unanimously an agreement 
to:

1. form a plural group of Senators to study ACTA;

2. have this group call for public discussions and consultations on ACTA;

3. request that the Executive suspend negotiations of ACTA until the 
consultations are made.

We have had a small participation in this through our constant interaction 
with a leading Senator and the Senate's Science and Technology Commission, 
which he chairs.

During the session today I made a call for a moratorium instead of an 
all-out all-or-nothing motion by a group of Senators that just called for 
the Government to retire from the Agreement, which was very unlikely to 
pass.

Others will be better informed as to our degree of influence. The good 
thing is the real-time news that the vote passed... and ACTA didn't.

Formally the Senate has no immediate say on treaties. Like elsewhere, it 
is supposed to wait till it they are signed, then ratify. However, a 
recent law does obligate the Executive to inform the Senate as treaties 
are being negotiated. That was grounds enough to give today's vote some 
teeth.

The story is only beginning...
