[Chapter-delegates] Rush - Comments Sought: Draft ISOC contribution to UN DESA consultation on enhanced cooperation

Thanks to those who commented, especially on such a short deadline.  I received several helpful contributions, and think they have improved the text.  Attached is what I am attempting to submit to the UN.  I am interested to find that I can't open United Nations websites from my hotel here in Beijing.  I'll make the charitable assumption that the UN website is temporarily down.  Fortunately, I can email the Internet Society contribution to colleagues for submission or can do it myself when back in Canada tonight.  We will also put it on the ISOC site.  ISOC is going to seek permission to speak at the event in New York on 14 December, and hope our application will be accepted.
