[Chapter-delegates] Rush - Comments Sought: Draft ISOC contribution to UN DESA consultation on enhanced cooperation

Hi Bill,

+1 from me for the proposed material.
Just one comment: While Governments are indeed part of the multi-stakeholder
approach, the history tells that most of them do not even get really
involved in the process (i.e. the were not really working togother with the
differet groups whose will is to support, inprove and drive Internet for
good). I do believe that Govs. need to get really into the process before
ruling (first understand, then learn and participate). Instead, they might
be seeing just the top of the iceberg and not the foundation or supporting
structure.
Of course Internet has some problems, who does not? but the thing is: for
whom Internet is for? and: If this Internet changes and become
less-multi-stakeholder and less-open-and-transparent, ¿wouldn't that be the
trigger for a new, separated multi-stakeholder Internet-N? (same history led
from DARPANET to INTERNET no so long ago...).
