I am a little bit startled by your statement
"In addressing the issue of cyber security, we would encourage the
European Commission and European member states to focus primarily on
enforcing laws that already exist in the non-digital world rather than
focusing on creating new legal systems that only address criminal
behaviour in cyberspace. European policymakers and governments should
also work with the Internet community to ensure that users have the
information and skills they need to use the Internet safely and within
the law,"
I can speak as a lawyer, and one of the co-authors of the Computer
Crimes chapter in the Bulgarian Penal Code, and a firm believer that
cybercrime needs to be addressed in special way. I would like to see how
ISOC believes that the new digital crimes can be dealt with via the old
analog laws - more details from you would be appreciated.
I will write later more on the Digital Agenda, but I see other serious
issues, which are not addressed correctly, besides cybersecurity -
copyright, and broadband access.
