[Chapter-delegates] Application to form a Chapter in Kyrgyzstan

The following application for a Chapter in Kyrgyzstan has been received.
It is being sent to this list for peer comment and review.

Please note that the Chapter is not yet formed and has not officially
been recognised by ISOC.

If there are people on this list that know the individuals proposing to
establish the Chapter, feedback is especially welcome.

The period allowed for comments is two weeks and the deadline is May 27,
2010.

*Chapter Application*

This is to apply for the establishment of Internet Society Chapter in
Kyrgyzstan.

A. Proposed name of the Chapter
"ISOC Kyrgyz Chapter", in Kyrgyz language - "Кыргыз Интернет Коому
ISOC", in Russian language "Кыргызское Интернет Сообщество ISOC".

B. Community of Interest the Chapter will to serve
The proposed chapter will serve interests of the Internet community in
the whole country. Proposed chapter will be open to all interested
citizens of the Kyrgyz Republic.

C. Purpose and Scope of Chapter
The chapter will become an open platform for IT specialists, private
companies, government officials and other actors involved in Internet
industry in the Kyrgyz Republic. The creation is the best way because it
will be open to everybody and will be on constant basis to encourage
Internet development. At the moment our founding members include
representatives of business, IT people, government officials, academia
and ordinary Internet users. According to our first meeting results
future chapter activities will include wide range of projects. Main
mission of the proposed chapter will be provision access to Internet for
all citizens of Kyrgyzstan.
For instance, we will be focusing on:
- training rural PC users how to use Internet,
- encourage development of Internet-based technologies,
- participation in IT related social projects,
- assistance in training of IT specialists,
- consultation to the government officials on Internet policy,
- assistance in acquiring,
- implementation of new IT technologies and standards.

Members of Kyryzinvest include leading business entities of the Kyrgyz

Kyrgyzpatent is the only government body which deals with Internet
issues in the country and moreover it represents our Government in the
Governmental Advisory Committee of ICANN (GAC ICANN). Kyrgyzpatent will
be a focal point in delivering cooperation of the chapter and
Government. Also through Kyrgyzpatent we will influence the Internet
policy issues.

Mr. Vedat Abi, owner of Turk-China Catering Service, has kindly agreed
to support the chapter through provision of places for meetings and
basic catering services free of charge.

Student Union of Manas University

Student Union of Manas University supported the establishment of the
chapter and will provide volunteers and meeting places. Also Union's
members from the Department of Computer Engineering actively take part
in the work of the chapter.

Aibek Esengulov – Editor in Chief
Mr. Aibek Esengulov fully supports the establishment of Internet society
in the Kyrgyz Republic and will provide all required support. As a
founder of the blog in world's top 10 blogs about software, he kindly
agreed to provide consulting services on world Internet issues and
latest developments. Also he proposed that he can promote future chapter
through www.makeuseof.com.

Student Union of the American University of Central Asia

Student Union of the American University of Central Asia will provide
organizational support and we plan also that it will assist with
international cooperation issues of the future chapter (English
translations, organization of meetings and volunteering).

After the establishment of the chapter we plan to build connections with
many other institutions and entities.

F. List of Requirements

1. The word Kyrgyzstan was changed for Kyrgyz in the name of the
proposed chapter because the local legislation does not allow to use
name of the country for non-government organizations. However in this
context "Kyrgyz" is equal to "Kyrgyzstan". For instance, the official
name of Kyrgyzstan is the Kyrgyz Republic.

2. While registering the chapter locally only names of two members to be
submitted as founders because more names will lead to more bureaucratic
obstacles. However, other members will be included immediately after the
formal registration is complete.

G. Additional Information
We already held our first meeting and had a lively discussion of the
goals, activities and mission of the proposed chapter. We also created a
mailing list to exchange opinions. Minutes of the meeting were sent to
Sabrina Wilmot.
Rahat Sabyrbekov visited ISOC office in Geneva and had a meeting with
Ilda Simao, Lincoln McNey and Sabrina Wilmot (via telephone).
