[Chapter-delegates] Interconnection Briefing Paper

Hello Delegates,

We have completed a new briefing paper on Interconnection. Even though  
the intended audience are developing countries, is has a global scope.  
The purpose of the paper is to cover in a brief format, fundamental  
Interconnection concepts and it could be useful for regulators, policy  
makers, and other interested parties.

This paper complements our activities on Internet exchange points and  
interconnection issues. Translations into other languages are in  
progress.
