[Chapter-delegates] Use of short URL services

Hi,

Peter, I totally support your view and think we should all strive to use 
original, complete, standards-compliant URLs in e-mail, Web sites 
(including blogs), etc., that is, in all but the most demanding conditions 
such as Twitter and SMS.

The full URLs rely on the DNS and the actual availability of the resource 
at the server, minus occasional failures in the path (from your own device 
to the server.) The shortened URLs depend on an added layer of indirection 
which, as you say, may have privacy and intellectual-property implications 
in addition to the fact that there is no guarantee of the stability and 
duration nor the continuing capacity of the conversion of the URL to short 
form.

At least one URL-shortening service has folded already in the not distant 
past.

I guess we are all aware of this and just needed your call to be 
extra-careful, all the more so in official correspondence. (And I know we 
might want to speak of URIs rather, etc. etc.)
