Thank you Patrick to be more detailed than I was in my email. This is
what I want to say with the word "capacity building".
The chapter capacity to communicate is related to their financial
situation. If we want chapter to be efficient at a local level they must
be visible and Highly visible and this need really a huge communication
effort and such material are the basic of this communication.
With regards to the dilemma of "using uniformity" vs "promoting
diversity"; uniformity is needed in some issues such as principles,
procedures, tools, ... and diversity is also needed and important in the
way of applying and using those uniformities at a local/regional level.
