[Chapter-delegates] Copyright / Status of documents (was ITU)

Hello Joly / Veni,
Veni might not only know People in the Government in Bulgaria, but in one or
two other countries as well. I might have met a Diplomat from France or know
a Parliamentarian in England who is pro-Internet. Joly might be directly
connected to the Government of Canada apart from his ability to reach the US
Administration. Some or our contact are trans-border. This could be said of
several Chapter Delegates and Staff.
Can we quickly draw up a list of recipients in as many National and Regional
Governments as possible and then reach them through local chapters where
feasible, to ensure that this communication reaches the right people in
Government and gets the required attention to these pressing issues?
