Hi Veni,

Well, it is not copyright, but it is marked for internal briefing  
purposes.  If friendly governments happen to see them, and find them  
useful, they would be free to copy at will.  As for quotes, the only  
quotes are from ITU documents available to Member States and Sector  
Members, so that should not be a problem.
