[Chapter-delegates] ISOC briefing paper re: ITU IPv6 Group meeting, March 15-16

Also, I've had questions about ISOC's plans for the meeting, and can  
confirm that staff intend to be there.  Yes, and I'm sure we will make  
a statement, along the lines in this briefing.  The precise text will  
have to be developed on site, once we hear how the meeting is going.
