[Chapter-delegates] Application to form a Chapter in Rwanda

Dear Colleagues,

The following application for a Chapter in Rwanda has been received. It 
is being sent to this list for peer comment and review.

Please note that the Chapter is not yet formed and has not officially 
been recognised by ISOC.

If there are people on this list that know the individuals proposing to 
establish the Chapter, feedback is especially welcome.

The period allowed for comments is two weeks and the deadline is July 
14, 2010.

Chapter Application

A. Proposed name of the Chapter
ISOC Rwanda Chapter

B. Community of Interest the Chapter will to serve
The ISOC Rwanda Chapter is interested to serve the overall persons
concerned – or potentially concerned - by Internet and its development
such, students, researchers, professionals, and special social players
such women, youth and  persons living in remote areas.

C. Purpose and Scope of Chapter
The ISOC Rwanda Chapter main purpose is capacity building as far as ICT
is concerned. We will be collaborating with the education sector to
improve IT awareness in schools, this is because the educational
establishment is currently not ready to learn and transfer its knowledge
to students in schools and universities in order to encourage continued
ICT education and professional development and improve Rwandan skills in
using and managing IT. With the low literacy rate (48%) and high rural
population, the vast majority of the country still does not have access
to the Internet; there is great need to generate more human resources by
promoting basic IT literacy. It is obvious that the Computer skills and
Internet are not going to directly help the poor because they do not
know how to read and write. The only way computers can change their
lives is through availing them to opinion leaders, local government
leaders, teachers and health workers, traders living among the poor.
Once effectively equipped with relevant knowledge of IT and once access
to Internet among this group, has been achieved, there is sufficient
reason to believe the poor uneducated fellow will benefit indirectly.
The result will be that new jobs will be created and the Rwandan
population will fully benefit from that.
