yes indeed, and the British, the Belgium, the Spanish and a few others now (or soon)... 

So should we fight or encourage? 

To read the politics behind all of that, HADOPI was pushed by the Political right in France, while this initiative is pushed by the political left of France (the Foreign Affairs Minister is from the left party). Some days you win, some days you loose.

Is ISOC or its chapters are participating in this initiative? 

It seems to me more rewarding to help here than to fight laws that tries to wrongly secure the Internet.
