[Chapter-delegates] The importance of Chapters in ISOC

Most Chapter before the changes in Chapter's policy from 2-3 years ago, were
chapters only by name. Now we feel we are part of the success of ISOC.
We need to find a sustainable way to support chapters. I come back again
with the idea of cc .org domain name as source of sustain for Chapter in
each country
