HI Everyone

A win - of sorts.   Or, at the least, a 12 month reprieve.  The essence of this announcement is that:

while the Government's press release still uses the term 'mandatory' filtering, it won't be imposed for at least 12 months during which time the review of 'RC' takes place.  

There will be a review of the "Refused Classification' category and whether it is suitable for the Internet

In the meantime, our Internet Industry Association will develop a voluntary code of practice - to block access to child pornography (a very much smaller category of material than what would have been included under the RC classification)

Concluding:
The Government has not stopped using the term 'mandatory' filtering
However, there will be a voluntary ISP Code of Practice
The only material targeted by the Code will be child porn - not the wider category of RC material

Tue subtext:
We are expecting an election within the next couple of months - and the mandatory filtering policy has not been supported - those in opposition include children's groups, parents groups' libraries, etc. (and us)
As they say, a week is a long time in politics
